No, because there are two limiters - ignition and fuel.
The fuel ecu has to be modified.
And 7000rpm is pointless on the vast majority of RST engines, as there is no power there.

ive had the limiter removed from mine and yer its in booth ecu's
when it was on the rollers it made 194bhp at 6840rpm
u relly need a balanced bottom end to be ok around there. standard bottom ends get dodgy just after 6000rpm
