Would a chip, filter and exhaust really give it an extra 70 bhp?

I guess the extra power comes mainly comes from the chip as I have a Scorpion exhaust and pipercross kit on and it makes next to no difference, it just sounds louder!
Any ideas how much one of these chips cost as it might be worth me investing!

It has 2 bolt holes on the strut tops. These were only on the early mark 3 escorts and not on the S1's. It might have genuine S1 parts but it's not a S1 shell so not genuine
