Manual Boost Controllers

Just a few quick questions about boost controllers.....
Do they perform the same function as a bleed valve?
Can the 3rd outlet be used to run a gauge to tell you what it's set at?
I seem to remember my mate's R5 GTT having a manual boost controller and when he turned it up (At a standstill idling), the boost gauge would go up showing what the boost was set at. I remember seing it go from 10psi up to 18psi as he was turning it.
Any ideas???

They peform a similar function to a bleed valve, in that they bleed off boost, but do it in a different way. There are 2 valves, the first one only opens when a set pressure is reached, the second then controlls the rate of bleed (ie the boost level)
The idea is the wastegate will not lift off it's seat till the set boost pressure is reached - reducing lag.
