my car dosent feel like its boosting properly

when i went out before as i accelerated through second gear my boost come in at 3000 then seemed to stall at 4000rpm and not boost properley

does anybody possibly no what is causing this

over boosting perhaps...whats the spec? chip? could be a worn cam making the knock sensor kick in holding the car back and making it seem like its missing....does it do it in all the gears?
