Default zorst problem??

i have had i 3 inch exorst on my erst since i got it and the section by the back wheels hits the floor all the time specially when i drop a gear?

i have had it on the ramps and turned the section but it still seems to sit really low, is it just a cheap replica exorst or does anyone else get this??
