The part isn't intended to restrict though, its just there to help reduce the sump gasket leaking. You don't want any restrictions on the turbo oil return otherwise you get smoking and oil getting forced past the oil seals.

As mentioned above, fitting that pipe will make no difference to your oil pressure problem.
Remember the oil pump does not create the oil pressure, it only creates the flow. Its the clearances in the bearings etc throughout the engine that create the pressure - the tighter the clearances the higher the pressure.
You have repalced the oil pump, did you make sure the pick up pipe was clear and the gasket between the pickup pipe and pump was ok. If this gasket is damaged then it will be drawing in air resulting in low pressure.
