Diesel Rev counter ?????

How does the rev counter work on my diesel escort.As i got an annoying screech on initial start up like a loose/worn belt.Belts have been changed so it not them but then noticed the noise goes when rev counter starts to work.Rev counter doesnt seem to work properly until noise has gone.
Please help doing my head in.

Makes them grip better so no slippage meaning no sqealing if belts are worn
Quick fix if to tight to buy new belts

I would have thought it would stop the belts squealing cos they dont grip atall?
I personally would clean all the pulleys with some sort of solvent. Brake cleaner or something else that evaporates completely.
Anyone else subscribe to the WD40 theory?

well today i have tightened the belt even more and so far the squealing has gone so will try it for a few days and see how it goes
