I'm sure that's publically available information - but you'd have to able to prove it was for a ligitimate reason, you can't just wander into the local authority etc and ask to have a nose about.
If you are wary of someone you are doing business with right them out a cheque in their name. If they can't cash it it's likely it's because they can't open a bank account.
