Best thing is probably to report it to the police, they should be able to prosecute or something.
Must agree on this one that I can't understand why deliberate criminal damage is a civil matter
Do you not know any police officers who could sneeky it into the computer for you ?
Or does a HPI check give you the current keepers address? I can't remember

Right, the DVLA will provide you with a vehicle owners details if you give them a reg number, but only for a legitimate reason! (E.g. you own a small shop with a private car park and someone parked there who wasn't using the shop so you wish to send them a fine through the post - It has happened to my dad before!)
Your case may be a legit reason, but it is best to ask them if it is before telling them the plate/your name
You will then need CCTV or some impartial witnesses if you want to have a chance of a case against him.

Criminal case is a crime that 'affects the state'
I suppose your right there, damn frustrating tho, I remember a hire car we had being pranged and the guy gave false address and name, fortunately someone in authority had had the same done to him and found out for me but he said if it was any other person they would have been unable to tell me
Right, got a visit from a MR Plod today, he has taken a statment and is going to ring him today and give him 3 options, 1 pay my Ł75 excess for the insurance 2 Goto the police station and give a statment or 3 if he doesnt co-operate he will be arrested, ill find out monday of the outcome, thanks for all your help lads
Sounds like the Police have told you a load of crap mate.
I'm a copper and from what you've said he's committed criminal damage. If you've complained he should be arrested and interviewed. If hes charged then the you may be awarded compensation.
In any event if I were you I would take him to the small claims court. After matey has been arrested, write to the Police data protection officer and request the details of the other person. Hopefully they will give them to you so you can proceed in the civil court. I dont see why you should have to claim on your insurance.
The 3 options the copper has told you are crap. Seems like he's trying to cuff the job because he's not interested.
Cheers
