Default Steering Column Sleeve

Having nightmare fitting column in car,the issue I'm having is that when tighting steering wheel nut I'm using all thread and yet the bush with the notch is still not locating in the cut out in the sleeve.
can the bracket on the sleeve be moved so the bottom of the sleeve is nearer the bushes?

The sleeve does have slotted holes where the studs come through. So theres about 5mm~ adjustment available, just undo the 2 13mm nuts and slide.

Yea i know what you mean and i cant pull the sleeve any lower(with to upper 13mm bolts in place but loose) to the bottom of the slotted holes to mate the bush with the notch in sit in the sleeve. I suspect the bracket thats on the sleeve has moved from where it should be sitting on the sleeve making the bottom of the sleeve to high now to allow the bushes and spring to sit flush it that makes any sense.
