Default Escort Cosworth idle problem

I got a problem with the idle. Can not set it up right. Engine is hot, valve unplugged. No air leaks! Car runs on 1600 rpm not under this. When it will go down it directly goes up to 1600rpm. With no irc!?!? I can not find the failure....any ideas?

Setup:

3bar map
Green Bosch
-31 actuator
Msd chip

Although the ISCV is unplugged it may still be bypassing air if its stuck open.

An engine will not rev without air, so one way or another air is bypassing the throttle.

I have put the valve out and closed the hole in the trottle. So the valve can not be the problem I guess. Can the tps cause such a problem?

The TPS will only cause the ISCV to open when it sees a throttle angle, if the valve is shut/disconnected this cannot be the issue.
Maybe your throttle plate is not closing? or the base idle screw is not seated correctly. otherwise you must have an air leak somewhere.

Have checked the tps to ECU closed 580ohm.

How can I check the voltage? Where do I have to measure and how?

Read this allready. The question is where to check the voltage? At the connector with ignition on? It is hard to reach it because there is no room in the engine bay....

The TPS is not the problem, as James said!

The problem is the throttle is not closing correctly, or you have an air leak, as said.

Throttle closes fine. I have put in the stock map sensor...car runs fine at idle...??????
