I'm lost

Anyone got any idea why the bottom of the fuel metering head on my escort rs turbo keeps filling up with petrol? The bit under the flap where the air intake hose comes out.

I've swaped engine ecu metering Head and everything else from a rotten shell onto a mint one was tuning fine in other car, have had it started but runs lumpy and cuts out after 20 seconds or so.
