get a screwdriver or small lever on either side of it to try and release it. You might be able to get a longer lever/pry bar in to give it a gentle tap.
They are gits to remove
Soak it in wd and leave it for half hour then try again
If you have a good spare you could grab it with some molegrips then hit those but you could damage the pulley
