Check every fuse in the car and make sure none are blown. Ensure that the bulbs are in good condition. Then check to see if the wire connection to the bulb in the tail gate is loose or disconnected. If so, get it fixed. If so, get it fixed. Also, you need to check for power and earth to the lights. If there is any rusty contact on the number plate lights, clean up the rusts.

Hi , no signs of any blown fuses , I've tried two new sets of bulbs , all connections are clean , rust free and not loose , only thing I don't have is a multimeter to check the power etc

Many, many moons ago reg plate lights were not an mot requirement but required by law. Check if they are still required. May give you a bit of time to fix if not needed on the day. *EDIT* just checked and they are required!

Just making sure you are checking them with the lamp switch over to the right in either sidelight or dipped headlamp position and not to the left for the parking lights, as that setting does not illuminate the number plate lamps.

They are 100%!

OP, can you test the bulbs on a battery, as you don't have a meter?

I know you say they are new, but it may be they are getting blown etc when connected, you need a meter really or a test light, such as the bulbs once you have confirmed they are good, by doing as i say above, you can then verify you have power there.
