Default Car seems to be sluggish and gutless?

My Focus is only a 1.6, dosen't have much go anyway so I tend to notice when it goes missing.

Usually you get a little bit of something in 2nd and theres always a little kick about 4k? But theres nothing?
Seems not to want to rev, just seems sluggish, well more slugish than normal.

I checked the plugs, there was water in the wells so I cleaned this up in work, regapped the plugs and gave all the leads a little WD40, still sluggish though.
Car sounds fine and will still get up in the revs, just takes much longer to do so.

Air filters clean,
No engine management light,
No misfire,
Seems to cruise the motorway ok,
MPG seems a little down.

Only thing I can think is I always run it on Tescos momentum. Simply because I do get better MPG out of it and the car is a little smoother on the motorway. Last week I tanked up with V-Power and filled back up with momentum yesterday.
Although I didnt notice any difference when I tanked up with VPower?

What else can I check? Anyone had there car seem a little flat?

Bailes.
