2 way or 3 way manual boost controler, bleed valve

as title, whats the pros and cons, im thinking that a 3 way controler will be noise on boost? and im thinking that a 2 way controler will be slow to control the actuator?

Again i didnt think there was a difference between manual controller and bleed valve. It just makes the ECU think it's seeing less boost than it is so the turbo produces more before the actuator does its bit.
I honestly dont know what the 3rd connection would be for. Unless its to connect to the ECU, the bleed valve would go between the manifold and actuator, i'd assume the ECU would be better having it's own vac line to the manifold though.
