FordFiesta 1,1 i 1995 Cold start problem

I have an old ford fiesta from 1995. Motor 1,1 i
Running well. The only problem is that it won't start when I have to start it in winter days (temp below 0 degrees or vey close to 0) when it hasn't been running for the past 4-6 hours. Once the car has been running, it is possible to restart it again as long as it hasn't been a stop for more than 4-6- hours. So far my only way to start the car on these cold days is by using a heatfan and blowing it near the air filter and the spark plug wires join for some time.
Have checked and replaced the battery, the 4 wires to spark plugs, the oil filter and air filter. Any Help???

It's clearly a cold start problem, I don't know much about these but I know it's CFI? I think they have some sort of electrical device for cold starts, so this may be causing the problem, maybe a duff CTS if these have them also?
