Default T Reg Escort Turbo Diesel Van help please...

My work van is as above a T Reg Escort 1.8 TD and I used it over the weekend to collect a few bits, drove 435miles all in and it used £80 worth of fuel, thats 28mpg!!
Also it's way down on power, it will do 70mph tops and even the slightest hill will make it slow down to around 55-60mph and this was unladen!

What could make it so slow and thirsty? I was thinking maybe coolant temp sensor is dead and so it's overfuelling?

Any suggestions greatly appreciated!

i take it it is endura de first check i would make is pipe going to /from turbo they get contaminated with oil then they go very soft and collapse on boost , when u turn the key from COLD do u hear a chattering noise from the pump if no there is a fuel valve on the front of the pump that packs up its an expensive little bugger under a rubber cover with two wires coming out of it [i assume yr pats light is not going mental ]if it is check the wiring that runs on top / next to the radiator ,or even as said turbo

Yeah IIRC it is the Endura lump, I dont here a noise when cold cranking no, and no PATS light is not on either, if it was the turbo itself that would explain power loss but not the stupid fuel consumption! lol

I'll check the hoses etc. as it could be a combination of things
