Default escort cossie brake fault

Hi im new to this, so i could do with some help i have spent the last few years building a escort cossie she is now finished but before it can go and have its IVA test and MOT but i have a problem with the brake system the brakes seem to be working correctly when driving but when stationary if i push the pedal down i get full travel but soon as i release any pressure on the pedal it pushes my foot back up hard. It feels like it could be a ABS pump but dont know does anyone know what this could be?
im in need of help as i have the IVA test book and i don't want to loose my money

It would be worth cleaning the reluctor rings, abs rings on the driveshafts etc, maybe abs is getting confused, it's free as well so defo worth a go.
