doesnt seem to be theres new intake hoses and the intercooler looks like it has been refurbished recently. you think there could be a chance tht theres a crack in the turbo or that there could be a leak between the inlet and exhaust side of the turbo?

It's a possibility and something you can check yourself.
Do you have a blow-off (pop-off) valve? Is that one in working order or leaking?

Can you measure map-sensor signal when running idle with warm engine?
Or measure inlet manifold pressure?

Let the engine run and spray engine starter gas(or what you call it) on all the hoses and inlet, if the engine revs it self, you've got a leak.

My last cossie started boosting really slow, reached 1bar at 5500rpm or something silly like that, and I found this when I dismanteled the turbo:

wastegate seems free enough and also has a new actuator with correct adjustment
