Default Boost Gauge

This is the first time I have owned a turbo'd car. Im just wondering where the boost gauge should sit when you are just cruising along. Mine sits on the wrong (negative) side of zero. Is this correct?

Its very slow to spool up, about 3K revs boost comes in. Is this usual or will the actuator have been played with? Ill be getting it set up on the rollers once i get the crank reground and fit new bearings.
