Default power engineering lifters and what is a tech tune 2?

I bought an rst the other week to break for spares. it has a power engineering cam i believe and a big valve head with ported inlet as i can see so far but wondering how i tell whether the block is 1.9

what bore size is the block, something like 80.5 but with a longer stroke crank??
