i have a little 12v charger to charge a battery its has 2 switchs on for
6v or 12v (this is obviously if your charging a bike or car battery)
so ive put that on 12v
and another switch that has
2a or 12a (i take it thats for the power i want it to charge at)
so thats on 12a
then it has a meter which goes all they from 2a all the way up to 12a
but its not moving from 2a does this mean battery fucked?

yes, means the battery is not taking charge.
have you checked electrolyte levels? look inside to see what condition the plates are in
it may kick in after a little while on high charge, but if not it's time for a new battery
