p.c help needed

went to defragment my hard drive today and its come up that drive c is locked by a utility, how do i found out whats locked it and do i fix it?

any help appriciated

all that comes up is a box with the floppy and drive c in it and drive c has a red circle with a line in it and it says the drive is locked by a utility, everytime i try to run it now the p.c crashes
