COULD BE YOUR TURBO SEALS, AS U SAY UVE CHANGED THE STEM SEALS. TRY GIVING THE CAR A BIT OF A HARD ACCELERATE (NOT THRASH) WITH A MATE BEHIND U, AND LET OFF AND SEE IF THERES ANY SMOKE. IF THERE IS THEN THIS POSSIBLY POINTS TO EITHER TURBO SEALS OR MAYBE RINGS....

SOMETIMES IVE HEARD PEOPLE SAY THAT IF URE EXHAUST IS STRAIGHT THROUGH WITH NO BAFFLES THEN THIS WILL REDUCE THE BACK PRESSURE FROM THE TURBO, ALLOWING OIL TO SEEP THROUGH THE SEALS INTO THE EXHAUST.

HOPE THIS HELPS....

i used to have this problem with my frst intermittently.it would smoke really bad after about a minute of starting it up and go when the cars warmed up.use an engine flush and change the oil and filter using correct filter efl500 from ford and make sure the oil grade u use is correct as the oil return pipe from the turbo to sump curves over the exhaust and thick oil can sometimes not drain properly and build up in the pipe and flood the turbo when u switch the engine off.especially in the winter as its cold and thick

blue smoke on start up and idle that clears is norm steam seals.

when the turbos gone its norm white/grey smoke and stinks.

you say you have done the sean seals, did you use the crap 2 piece ones or the 1 piece ones? as the 1 piece ones are better.

if you wanna check to see if the turbo seal has gone, take the exhaust housing part off i9t and check for oil, do this after it had had a run and has been stood for a day/over night.
norm if the turbos gone it smokes a lot and its white, mine went and i rebuilt it and found i had to have a over size seal, fitted that and now it smokes bad on start up and keeps smoking untill the cars warm and the oil pressure has dropped then it stops, but again this is white smoke not blue.

whats the milage of the engine? could be worn bores, but again this worn norm smoke most of the time.

have you checked ya breather system out? the oil separater gets clogged up, you cant clean it really so its a new one.

i did clean mine out as i wanted to see what was in and i made a new bottom and refitted, but then i dont see the sence in spending money if i can fix something, tight maybe but thats me
