There is a LONG way of doing it but you do need to download (free, legal) software to do it.
You need a programme that you can convert media from one file type to another - ie, from MP3 or WMA or whatever you have to WAV.
Once you have a WAV version of it, you need to load up Windows Recorder (START>AL PROGRAMMES>ACCESSORIES>ENTERTAINMENT > Sound Recorder)
Then you can pause it at the bit you want to cut FROM, cut it and delete all BEFORE that mark. Then play it for the 15 secs or whatever and pause it, then DELETE FROM THIS POINT ON and you end up with a 15 sec snippet.
Then you have to save it and convert it back to MP3 or wahtever to put on your phone (as the WAV file type is just huge!)
The easier way tho is to just download something like WAVEPAD (again freeware download from Download.com) and use that as it is a much better and quicker MP3 editing programme
