Right im trying to add an advert to our hants website but im struggling

Ive been sent the code from the advertisers but ive added it to the top frame on the site and when its clicked it opens in the top frame and looks poo. Does anyone know what i need to add to the code to get it to open in a new window? Heres the code thanks for any help
