Desktop saver? you mean saving a picture as a desktop background?
All you should need to do is right click on the picture in your "pictures" folder in my documents then select "set as desktop background"

When you right click on the pciture is the "set as desktop background" text blanked out or can you click on it ok? and you dont get any messages pop up?
Also have you tried setting another pciture as a background?
