Its only legal to reshell a car over here if its with a new shell not a secondhand one that already has an ID.

Not in the context that Micheal is referring to, apparently over there its legal to reshell a car with a secondhand shell that already has an ID.

You can buy a used shell with ID here and use it to reshell a rotten car ( as long as it retains the donar shell id )

Ie the opposite of what you are saying, as the car would be getting the ID of the shell that wasnt used, not the ID of the shell that was.
So if you have 2 cars, a mint 1600 shell like mine, and a rotten 500, you put the rotten 500 id onto the mint 1600 shell and the 1600 is now a 500, as opposed to the way around I did where I replaced my beyond repair 500 shell with a mint 1600 shell, and kept the 1600 id in the proces.
So what he is doing is VERY different to what is legal in this country, but apparently totally legal in his country.

When he spoke to me about it before, he was looking for either an id on its own, or a shell from which he could take the id, with no intention of using the actual shell itself, as he already has a shell for the project.

No idea mate, maybe if its a good shell his plans will change since when he was talking to me, and hence now the ID will stay with it, if there is one thing our micheal likes, as im sure you will agree, its a change of plan, lol
