Gaikai is a game streaming service that uses Nvidia GRID remote servers. It is completely different, its for streaming to the ps4, not assisting it.
Gaikai is basically netflix but for games.

Also only having access to 30k servers there is no way it could offer the same service. Hence ps4 games not having dedicated servers.

However, only time will tell what Microsofts Azure is really capable of, esspecially with the lack of fiberoptic internet where I live
