It doesn't. He's given you a verbal NIP - He's told you that they're going to consider prosecution (i.e. they pass the info onto the CPS who decide what to do given the evidence) That takes the place of the postal NIP.
Where does this 130mph figure come from? From your speedo, or from him. If it's from you, I'd suggest you delete the thread.
As he's not given you any figures you may be incredibly lucky and just get an SP50.
DON'T confess to anything, DON'T mention any speed at all, and don't be "honest" and hope for the best. I thought honesty was always the best policy and it cost me my licence for 14 months. If I'd have played dumb I'd have got away with it.
Either way get a solicitor who specilaises in motoring cases as soon as you get 'the letter' if it's any more than an SP50.
