A petrol tank DOES have air in, as it is not a sealed unit, it has a breather otherwise it would collapse inwards due to vacuum!

A petrol tank has a breather but it's not an 'open' valve, otherwise all ya petrol would disappear in vapour!

The oxygen content is too low to allow the petrol to ignite.
