Speeding etc its just spur of moment, where as no ins, licence etc its premeditated and planned which is a totally different ballgame to plan being illegal!
I dont agree that speeding is totally different, sure if you creep over the limit, realise then back off, but some of the speeds mentioned that isn't the case. You could argue that it was premeditated, you had the choice to stick your foot down, you know the limit but you chose to break it, so spur of the moment doesn't cut it with me. As for trying to run from the police, plain stupid really.
