It's stripped out and weighs 1230kg NOT 1500kg's like the focus RS. And comes with these extras that the RS doesn't:

Track spec tyres
Brembo 4 piston Calipers
Plastic rear Windows

Titanium Exhaust
So I'd say it's a more complete package than the RS. It's ready to be tracked.
In my eyes thats not a 'complete' package, its a very specialist one with a limited market, but if thats what you're after in a road car then yes I can see why you'd see it that way.
IMO if the FRS is just as quick with all the toys and being a full weight car with a top spec of options then i'd say for me thats a more complete package.
