Default me nephews sapph 2wd

after some advice chaps., just rebuilt nephews saph and every thing is spot on, but seems reluctant on acceleration just sluggish, have rechecked timing etc, just lost for ideas

Default timing

is it timed on the timing mark and not the lug of the bottom pulley and the line on the distributor is just to the right of the rotor arm also the tension of the timing belt needs to be right
