Default Battery drain/ interior light relay

I have a bad battery drain in a 92 sierra sapphire. When I remove fuse 10 the drain goes to normal. When the fuse is put in the tall yellow relay clicks immediately and gets warm. From reading online I'm gathering these relays give trouble. When I remove the relay the drain also goes to normal. Is the only purpose of this relay is a time delay for interior lights? Some people seem to be bypassing it so that the lights come on when door opens and off when closed. Is this safe? I take it its still fused somewhere and the yellow relay wasn't controlling a heavy feed but just a timer?
