Default loosing brake peddle

Right my mk4 escorts brake peddle goes to the floor when I'm sitting in traffic. It goes down to the floor but I'm not loosing any fluid it had another master cylinder fitted by the previous owner and the brakes were shit no peddle at all. I bled the brakes and got a decent peddle and the car stops. Any info would be much appreciated.

Will the pedal sink with the engine off? Sounds like the master cylinder might be hoofed.
