My head light dip / main beam / flash wiring is a*se about t*t

I have Dip beam when the stalk is in the fully down position, Main beam when the stalk is in the middle (blue main beam light come on the dash) and flash when you pull to the top position.

Should be
Main Beam Fully Down
Dip Middle
Flash top

Anyone know where my problem would lie
