hi all, I have an old filler pipe off an escort mk4 van, its rusty inside, can it be sand blasted and galvanised or is there another way of stopping the thing rusting

 

Is it the entire pipe or just a section of it?

 

theres some rust on the outside but im not bothered about that, its the rust in the inside that bothers me, i have 2 of these pipes, the other was the same so i filled it with vinegar that shifted the rust but started to rust again within days, so i sprayed the inside with petril resistant clearcoat, but i dont trust it, im worried that it will chip off when i put petrol in
