ford escort 1.8 diesel van will not start -Fuel Pump Problem ?

Hi,
I have an escort 1.8d van (51 plate) that will not start.
It has been stood for over a year.
I have recently fitted new timing belts.(the timing is correct)
I have fuel going to the pump but not reaching the injectors.
I have removed the return pipe to the tank from the pump by taking out the fixing bolt, and when you look through the hole it has no fuel in the pump.
Could the ignition key have lost its memory through not being started for so long and if so making the immobiliser connected to the pump still activated?
I do not have the red master key, only a black one
Any ideas on what may be wrong or how to get it to run by bypassing anything would be appreciated.
