Default Cossie alternator

I had my alternator rebuild recently because rear bearing failed taking rear cover with it. I had those changed and everything reassembled. Still I get strange symptom when firing very cold car in winter freeze. It won't charge untill few seconds after starting or untill i rev it a bit... then it goes up from about 10V to 14V as it schould and light comes off. Durign drivng everything is fine. Is this on coming voltage regulator failure? or some other electronics? Or is this normal with Cossie alternator in low temps?
