Free rev problem , HELP needed

Free rev problem , HELP needed
Hi all new to this forum and was looking to make use of some of the knowledge out there.
I have a 2006 St focus which I just fit a dump valve to problem is car seems to drive 100%, but 7/10 won't free rev by 3500rpm any idea s would be great.
