Default Not HCV, could it be the matrix?

I have the problem of my heater just blowing hot air. I changed the HCV with a genuine ford one, no change. I've changed the control panel - ni change. When I turn the heater on I hear a clicking (or 'ticking over' from where the matrix is. Could this be the problem or does that sound like normal operation?

Thanks!

I read so much about people and their HCV problems that I was convinced changing it for a ford one would end my problems. Seems not! Unless the one I bought was also a dodgy one :S
