Any tips on adjusting a Cosworth Throttle Cable ?

Thought it should be straight forward but I seem to either have a "baggy" spring at the Throttle Body or have "run-out" of all of the adjustment ?

Is some of the slack taken up once the other end is attached to the Pedal ?

The spanner in the works is it's a Cossie Engine in a MKII Escort

 

The spring does keep some of it's "bagginess" on cossies even when adjusted up.
