help needed hand brake xr4x4

help needed please my xr4x4 rear 0/side wheel can still be turned with the handbrake on itis stiff to turn but will not lock the other side is fine what could this be cheers gaz

i think you are right as the lever seemed very tight when i tried to move it with the cable of should they move easy also can they be unsiezed cheers gaz.
