2001 focus 2.0 estate, lack of power.

My 2001 Ford Focus 2.0 estate, I feel lacks in power andk performance, not as quick on picking up speed as it should be, especially from pull off.
I also think that it has poor fuel consumption, I get anything from 250-280 for a full tank, doing a mixture off motorway driving and around town, getting a reading of no more then 25-26mpg on the reader in the car. What do other people get from theirs?
Also when the car get low on fuel, i.e. below 30 miles left according to the computer, the car hesitates a lot and just doesn't feel right.
It has full service history, with the plugs changed at last major service.
Anyone have any odes what the problem is likely to be?

I've found that life I needed.. It's HERE!!
1st guess? Fuel pump or fuel pump pickup.
Check the fuel pressure and maybe throw in a new fuel filter.
That's your problem on an empty tank.
The other problem could be anything. Fuel pressure, air leaks, defective sensor, etc.
I would start by having the fault codes read and if that doesn't help check all sensor signals if they are correct.

Also check the rubber pipe that runs behind and below the inlet manifold, they go soft and collapse under hard acceleration.
Another common problem is the coil pack which gives similar symptoms.

just to add I have changed the fuel filter, this made no difference. I plan to buy a new set of HT leads, as these have probably never been changed.
I will try and look at the hoses mentioned above (if I can find them). I am also going to see if I can get the car hooked up to a computer, see if it registers any faults.
How would I check brakes binding, jack it up and spin wheel with hand brake off?
Is 250-280 miles per full tank poor economy for this car?
