Default Seam Sealing New Fusebox Panel

Should this be seam sealed both inside and out when a replacement is put in?

The Reason i am asking is because the outside was seam sealed but i have got a slight leak still in the very corner inside the car.

I know its still definetely this as i looked underneath while a pal poured water down there.

Not sure if it should be, I doubt it, but using a sealant such as a nice thixotropic type will cure the leak, something like loctite 5900, let it go off for 5 mins then put together/bolt down all will be fine.
