Default hesitating zetec please help

hi peeps im just wondering if anyone has had this problem before

ive got a fiesta xr2i 16v converted to 2ltr silver top zetec and im getting a hesitation problem

what happens is when driving normally (between 2000rpm and 4000rpm) the engine seems to be holding back on power and if you slowly put your foot down it seems to get worse and then when you go full throttle it just jumps into life and runs fine. the worst thing is that its intermitant and seems to happen more if ive got eathier hardly nay fuel in it or loads of fuel in it but its better when ive got about a tenner in the tank. it also cuts out when pulling up sometimes and i only get about 40 miles to a tenner driving normally but i could get about 60 miles to a tenner when it was an 1800,
ive checked the fuel pressure and its set to standard which is 2.5bar and runs 14.6 fuel ratio when driving but is all over the place at idle

also does anyone know why my fuel gauge dances around willie nillie and just drops right down past the red when ive filled it up and when its getting low it just sits on the red as it should

the problem is definatly to do with fueling but ill write up my whole spec just for your knowledge

2ltr sivertop zetec completly rebuilt and run in
stage 3 ported and polished head skimmed to the limit with std valves
std 2ltr cams with kent pullys set to standard
ngk platinum plugs
rs1800 HO inlet manifold standard 2i 16v injectors
2ltr knife edged mondeo throttle body
cosworth standard fuel pressure regulator (adjustable)
primary designs 4-2-1 exhaust manifold
full magnex system with decat
fiesta rs turbo fuel pump
braided fuel lines
standard rs1800 ecu (2dfc)

any ideas????
