If these are like the Fiesta Mk2's with the horn on the indicator stalk most likely the wire is shorting to earth hence switching the horn on or the switch has broken inside. If it's a centre push horn the horn ring is most likely slipped this is most noticable when turning corners.

It sounds as if your alarm/immobiliser is malfunctioning for it to switch on the ignition by itself I guess it uses the horn opposed to a siren? Something must be triggering the alarm if it does it when it's parked up, the ignition should not be on though unless you mean when ignition is switched on and then it won't start.
What security device do you have?

yes thats what i meant sorry. its when i switch the ignition on the car wont start. its a mk 3.5 rs1800 n its the standard alarm n immobiliser in it. ive not long had the car but i noticed the multi plug that goes into the back of the alarm siren isnt plugged in,but when i plugged it in it made no difference.

I don't know on this specific model as yours has an immobiliser so probably a more modern affair but generally speaking the standard Ford "Anti-Theft system" does use the horn as a siren, they don't have motion sensors, merly just activated if the doors/boot bonnet were open. Famours with old Fords is the boot light staying on due to a faulty switch etc so I would check along with making sure all doors etc are shut.
Check the bonnet switch the rubber on the switch which the bonnet rests on as after a while this wears down and so the switch earths on the bonnet triggering the alarm.
