Default idle speed control valve problems

as above having problems when i plug the sensor into the idle speed control valve the revs shoot straight up to about 2000 but when i unplug it again they go back down to about 700 to 800 wich is a lot better but the engine struggles a little.
i have taken it off and cleaned it but no different
any ideas

Either the valve is jammed open or it is being told to open this much. Check to see if valve is shut when disconnected, engine should not struggle other than when you start from cold you will need to compensate for ISCV with throttle.

The fact that the speed alters at all shows the valve not to be jammed.
Something is telling it to open that much, start with basics like testing CTS output.

Sorry misread question, to the second point I said must be being told to open this much.
